Priority One

Affordable Housing & Homeownership

Building pathways to ownership for teachers, nurses, and working families
+

Chula Vista's housing crisis is not inevitable — it is the result of policy choices made by those in power. Francisco will change those choices. He will push to build more workforce housing near the University Innovation District, streamline permits, and expand homeownership programs so the people who serve our city can afford to live in it.

🏗️ Build More Workforce Housing
  • Accelerate workforce housing near the University Innovation District
  • Require affordable units in new large developments
  • Create a City Housing Trust Fund for local investment
  • Support mixed-income communities near transit corridors
📋 Cut Red Tape & Lower Costs
  • Streamline permit approvals to reduce building costs
  • Partner with developers committed to workforce pricing
  • Expand first-time buyer down payment assistance
  • Aggressively pursue state and federal housing funds

"I walk into homes where professionals with college degrees can't afford to buy in the city where they serve. If you teach our kids, protect our streets, or care for our sick — you deserve to own a home in Chula Vista."

— Francisco Tamayo

Priority Two

Safer Neighborhoods & Faster Emergency Response

Public safety must grow with our city — especially in East Chula Vista
+

When you call 911 in East Chula Vista, you deserve the same response time as anyone else in our city. That is not just a public safety decision — it is a fairness decision. Francisco will build a dedicated police substation in East Chula Vista and recruit the officers needed to keep every neighborhood safe.

🏢 East CV Police Substation
  • Build a dedicated substation in East Chula Vista
  • Reduce emergency response times citywide
  • Increase neighborhood patrols in every district
  • Modern facilities and equipment for officers
👮 Recruit, Retain & Equip
  • Competitive pay to attract and keep top officers
  • Expand drone & technology programs for faster response
  • Invest in officer wellness and retention programs
  • Strengthen community policing relationships

"East Chula Vista has grown by tens of thousands of residents and we still have the same infrastructure. That ends when I'm mayor. The east side deserves the same protection as every other neighborhood in our city."

Priority Three

Good Jobs & Local Economic Growth

Creating jobs that let residents live and work in Chula Vista
+

The Gaylord Bayfront resort is open. The Sportsplex is coming. Chula Vista stands at the edge of a generational economic opportunity. The question is: who benefits? Francisco will ensure the jobs pay living wages, prioritize local hiring, and build an economy where our residents don't have to leave to find opportunity.

🌊 Bayfront & Innovation
  • Develop a Bayfront Entertainment & Restaurant District
  • Local hiring requirements for Bayfront developments
  • Attract clean tech and innovation employers
  • Advance the four-year University Innovation District
🏪 Small Business First
  • Cut red tape and reduce permit delays for local businesses
  • Support entrepreneurs with city resources and mentorship
  • Develop a Sportsplex in East Chula Vista
  • Invest in Third Avenue Village and neighborhood corridors

"The Bayfront is the biggest economic opportunity Chula Vista has ever had. I'll make sure the jobs go to our residents first — not just out-of-town corporations — and that our small businesses get a fair shot at the growth."

Priority Four

Address Homelessness with Accountability & Compassion

Real solutions — not just talk — with measurable results every 90 days
+

Homelessness shut down Harborside Park. Our families deserve better. Compassion without accountability is just spending money. Real compassion means getting people into housing, off the streets, and away from our schools and parks — and measuring results every single quarter.

🏘️ Housing-First Solutions
  • Focus resources on moving people into housing, not encampments
  • Expand mental health and addiction treatment services
  • Regional coordination with county and state agencies
  • Zero tolerance for encampments near schools and parks
📊 Accountability & Results
  • Mandatory 90-day measurable progress reports
  • Publish transparent data on outcomes and spending
  • Program funding tied directly to results — not promises
  • Public scorecard updated every quarter

"Our parks belong to our families — not to encampments. We can be compassionate and firm at the same time. I will require every dollar we spend on homelessness to show real, measurable progress — published for all to see."

Priority Five

Lower the Cost of Living for Families

The city must work smarter before asking families to pay more
+

Chula Vista families are already stretched thin. Rising rents, higher grocery prices, and long commutes are squeezing working families from every direction. Francisco will oppose unnecessary tax increases and deliver responsible budgeting with a published annual scorecard — while protecting and expanding the services families actually need.

🛑 No Unnecessary Tax Increases
  • Oppose new taxes unless there is absolutely no other option
  • Publish a transparent annual budget scorecard publicly
  • Identify and eliminate wasteful spending first
  • Responsible budgeting with full public accountability
🚦 Quality of Life Relief
  • Improve traffic flow to reduce commute times and fuel costs
  • Expand affordable childcare and family support services
  • Increase housing supply to put downward pressure on rents
  • Maintain and improve infrastructure equally in all districts

"My job as mayor is to make city government work smarter before asking residents to pay more. I will oppose any new tax that isn't absolutely necessary — and I'll prove it with a published budget scorecard every single year."

Supporting Seniors — Dignity, Independence & Connection

Our seniors built Chula Vista. They deserve to age with dignity in the neighborhoods they call home.
+

East Chula Vista seniors — many of them veterans, many immigrants who built this city — deserve a senior center in their own neighborhood, not a 45-minute bus ride away. Francisco will fight for the resources, transportation, housing, and healthcare access that allow every Chula Vista senior to age with full dignity and independence.

🏛️ New East CV Senior Center
  • Establish a second Senior Center in East Chula Vista
  • Expand health, fitness, and social programs
  • Full bilingual services in English and Spanish
  • Digital literacy and technology support programs
🚌 Transportation & Independence
  • Expand microtransit to East Chula Vista
  • Extend shuttle hours for evenings and weekends
  • Better access to medical appointments and shopping
  • Partner with MTS and ride-share providers
🏠 Stay in Your Home
  • Use city land for affordable senior housing opportunities
  • Support affordable senior housing development
  • Help seniors age in place safely and independently
🎖️ Veterans & Healthcare
  • Veterans benefits navigation at every senior center
  • Connect seniors to VA and CalVet services
  • Mobile health screenings and Senior Wellness Navigation
  • Senior Fraud Prevention Program with law enforcement

"East Chula Vista seniors deserve a senior center in their own neighborhood — not a bus ride across the city. This is personal for me. These are our parents and our grandparents. They built everything we have."
