Francisco will build a dedicated police substation in East Chula Vista and recruit the officers needed to keep every neighborhood safe.

The Gaylord Bayfront resort is open. The Sportsplex is coming. Chula Vista stands at the edge of a generational economic opportunity. The question is: who benefits? Francisco will ensure the jobs pay living wages, prioritize local hiring, and build an economy where our residents don't have to leave to find opportunity.

Homelessness shut down Harborside Park. Our families deserve better. Compassion without accountability is just spending money. Real compassion means getting people into housing, off the streets, and away from our schools and parks — and measuring results every single quarter.

Chula Vista families are already stretched thin. Rising rents, higher grocery prices, and long commutes are squeezing working families from every direction. Francisco will oppose unnecessary tax increases and deliver responsible budgeting with a published annual scorecard — while protecting and expanding the services families actually need.

East Chula Vista seniors — many of them veterans, many immigrants who built this city — deserve a senior center in their own neighborhood, not a 45-minute bus ride away. Francisco will fight for the resources, transportation, housing, and healthcare access that allow every Chula Vista senior to age with full dignity and independence.
